Yes it was deliberate.  It was airborne during the beta.  There were a lot of
last minute changes they made that resulted in hit/hurtboxes not matching
animations.

Like seriously Capcom, wtf is up with this?

They nerfed it not jump over lows properly but took it from -7  to -4 on block.

Not saying its not bad just that it was a deliberate change instead just a
random funny hit/hurtbox.

I’d assume that you have move set and then you specify the recovery. All you
need is the opponent’s
recovery to be 1 frame more than the aggressor and you’re done. I’m guessing

Capcom needs to finish the game.

It actually makes sense now what Chojin told me yesterday.  Dimps started on
the game but halfway through development moved in-house because of investor
pressure or some shit.
So they game ended up being rushed and a lot of the stuff that was originally
planned (like stage transitions) never made it in.

It also explains why nothing in this game has frame advantage.  It obviously
takes much longer to make a move that is +3f compared to something that is -14f.
