Power to an electric water heater can be turned off at breaker panel. There
should be a valve on cold water into heater to stop water flow. If you can
just turn off cold water into the WH then that should be sufficient to prevent
possibility of damage to water heater. Then you can turn on any hot water
faucet to relieve any potential pressure buildup in hot water pipe. Turn on a
cold water faucet in house where you can hear it when water comes back on.

A WORD OF CAUTION ON WATER:
To prevent pipes bursting from water freezing in them, apparently people are
being told to turn your water off at the street, then open faucets in your
house. There is a potential danger in this. If you turn on two or more hot
water faucets, it is then possible that air will get in your electric water
heater. If this happens you can/WILL burn out the heating elements in the
water heater. If you don't open a faucet and ice forms in the pipes, the
pressure can build up and still burst the pipes. so Turn off your water heater
too.
Summarizing:
IF YOU TURN THE WATER OFF AT THE STREET, BE SURE TO TURN OFF YOUR WATER HEATER,
AND OPEN AT LEAST ONE COLD AND ONE HOT WATER FAUCET.
