I see this once in a while too. I am a responsible dog owner who scoops
up after my dog. I want to offer an alternate possibility: it may be
loose articles from trash pickup. Maybe; maybe not. Your sentiments are
well founded though. Just FYI: sometimes trash pickup is a bit sloppy.
