I'm sure the blue poop bag was recently left there (after garbage & trash
pickup) as it was in the street where cars would drive (Comburg Castle Way near
Queenswood). I had my own dog's poop bag (today's newspaper cover) zipped to
my canvas bike bag to pick up her poop which I toss in the garbage can when I
get home.
BTW: Call 311 if the garbage truck operators don't fully empty your garbage or
recycle can or leave significant trash in the street. The city needs to know
this. They will schedule pickup either that afternoon or the next day.

I see this once in a while too. I am a responsible dog owner who scoops up
after my dog. I want to offer an alternate possibility: it may be loose
articles from trash pickup. Maybe; maybe not. Your sentiments are well founded
though. Just FYI: sometimes trash pickup is a bit sloppy. But I support your
