      Even though we have access to the internet and probably everyone that we 
know has access to the internet, not everyone in this country does.  In 2001, 
only 72% of Americans had internet access.  In order to increase the number of 
people with internet access, the government has passed legislation to lower the 
costs for people who can't afford to pay the full prices and try to get access 
to rural areas.  The Universal Service Fund was created for this purpose.  In 
the 1996 Act, the Universal Service is responsible for promoting the 
availability of quality services at affordable rates.  The act also states that 
all providers of telecommunications services should contribute in some way to 
the Universal Service and that all schools, classrooms, health care providers, 
and libraries should have access to advanced telecommunications services.  
     The country needs to do what it can to get every household in America, 
regardless of income, connected to the internet.  The internet holds such vasts 
amounts of information that is useful to anyone.  Something that is so valuable 
should be accessable to whomever wants it.
