Dear all,
sorry for the late instruction (I have to figure out a few things
myself).
Here is where you should send your claims to
Janice Brucke
her address is on top of the online form (you need to fill):

For reasons I don't fully understand (nor support),
those who have no Greencard, or american citizenship
have to fill out a pile of forms (which I will send to whoever is in
need).
Let me know if you fall into this category,
or if you have any further questions.
Today is in fact the first day I can come back to CDS issues and I will
know more by the evening of today.
