I do not know about Windows 1.01 but Windows 2.03 can be
fooled into running correctly on DOS 6.22 by using
setver.exe provided it is loaded as a device at boot up.
Try including the following as the first line of your
config.sys :-)

DEVICE=C:\DOS\SETVER.EXE
