I believe there is indeed a time mandate.  They are working under a very 
very nice federal grant, and as any grate requires, there are certain time 
limits, or constraints on the way the money can be used and by how.  Perhaps 
one of the grant requirements is a certain number of new books by a certain 
date.

I have worked with grants before where they had very specific requirements 
that I had to meet in order to keep the money flowing.

It is certainly silly to bring books in without synopses.  Not very
professional in terms of planning.  Maybe there is a time mandate of which
we are unaware?  I don't know.  I just know that it creates more headaches
to go and try to fix something retroactively.
