It says in the article that the 15-minute chargers only seem to charge the
batteries 85% and even if left in over night they don't seem to fully charge
the batteries.

Are you thinking heat damage?  You could be right, but even if you
only get 100 charges instead of 200, they are still a good deal,
especially when you figure in convenience.
