Again, I respectfully disagree. If you're offering lists of sources for material, and a considerable percentage of that source material is restricted to residents of one country out of however many there are in the world, that could be significant to some people in their choices.

Maybe we should just leave the manual as it is with respect to this issue. Each organization has its policies and regulations, and I don't think we want to be in the business of keeping up with each of them.
