I never said anything about citizenship. According to the American
Heritage Dictionary, an American is "a native or *inhabitant* of America".
So my statement is in fact correct.

May I respectfully suggest that, in the manual where it talks about sources for books, an explanation be added that at least two of the listed sources, Bookshare and RFB&D, require you to be American to use their service?
