For braille readers at least, if you want to indicate the block quote with blank lines around them, then putting the asterisk, or some other character, in above and below the block quote matters more than ever because it's the only way a braille reader can know that there was originally a blank line there. Of course, putting quotes around them is a good way of indicating them, also.

For block quotes, I reset the margins so that the quote is indented rather than use tabs or spaces. Whether or not that is kept, I don't know. I also skip a line or two before and after. Because someone said he/.she preferred it, I was putting an asterisk in the skipped line. I've stopped doing that figuring that if the skipped line s closed up it doesn't really matter.
