I'll give your question a crack Tim. Those scanners who are under contract to bookshare can proofread their own books. But for the rest of us it's a kind of checks and balance. As you probably know, scanning can be a pretty arduous task. By the time you are through scanning you probably feel like you don't want to ever see the book again (smile). When you see a message on this list like "can someone get me pages 9 to 12 of a book", or something like that, it means the system is working as it should. Hope this helps answer your question.
