Does the scanning software break the file down into true paragraphs? There was apparently an article which I never read that indicated that some publishers (small ones) would submit their books in pdf format and that they would need to be proofread. The person who asked the question had read this article. It is apparently an article on why volunteers are still an integral part of Bookshare.
