The copyright comment refers to the book being listed in the U.S.
copryright office database and is included to facilitate for Gustavo that
the book's copyright has been verified.
The inability to confirm copyright has held up numerous acceptances and,
hence, both submitters and validators are beginning to mention this kind
of info to insure that their books get handled quicker.
I know the submitter of that book and she has had a couple of her
submissions held up due to this.
Hence, it makes sense to mention this.
