From my experience in Yavapai county, cities (that are incorporated)
are not subject to county lighting ordinances because, for example, the
county ordinances (a 1 inch thick document) in Yavapai county are for
"Unincorporated" areas. I believe any ordinances in Maricopa county will
be the same.
