The "balance" is determined by how much money changed hands under the table
to get this issue on the "agenda".  The actual balance being, of course, the
extent of the greed of the city council members versus the amount of stealth
money available to satisfy it, and hence what the new "balance" of their
hidden bank accounts will be.
