[AZ-Observing] Mesa Signs

Does anyone out there know if there is a lighting ordinance in effect for
Maricopa County, i.e. restricted lighting?
Or does money talk for city councils so they can just ignore any regulations in
the county, if there are any that is?
This could be the tip of the iceberg once a foothold is established by Mesa.
What city is next?
