Well Nigel (D) The way that I used to do this, back in the late 1990s with Word 7 for Office 95, was quite the other way around. I used chapter numbering in and for each included / referenced doc (each of which was a separate document / file / chapter in its own right with its own TOC field). I then grabbed / encapsulated its TOC field with a bookmark and called it from within the doc in which it displayed. So, I'd create what appeared to be a master TOC (called something like "Overall Content", the chapter doc TOCs were called Chapter or Section Content as I recall) at the front of the shell pseudo "master" document: a Word file made up of sections with file include fields and a master TOC area with references (REF fields) calling the individual chapter TOC bookmarks of the included files, one included doc to a section, if you get my drift. Worked an absolute treat. So build the TOCs in your little chapter docs and call them by way of bookmarks in the front of your shell / pseudo master document. Should still be a valid way to achieve the result for which you appear to be looking, provided you use chapter numbering. Just take care to update the file relative to the output device (printer) or method (Acrobat?) that you are about to use and verify the numbering before you proceed. File > Print Preview > Ctrl+A > F9 to update all fields in a file without them getting out of synch with the TOC(s). You might have to do a bit of section break searching and restart numbering trickery (or macro recording / tweaking & updating) to get it all to hang together before output but, in Word 7 (the last Word BASIC version of Word) it used to work fine for me. I cannot see any reason why you could not achieve the same, with the far greater macro and other powers available in more recent Word versions. HTH.
