Maybe you could do it using the RD field? Or have you already tried that?

I'm wondering if it's possible to create a separate TOC
at the beginning of each section that lists only the
headings within that section?
The only work-around I can think of is using hyperlinks
and/or x-refs.
Any pointers would great.
