Bridget, since V5.0 Acrobat can save a PDF as RTF. I just tested it on a
not-too-fancy 144-page PDF and it made a complete hash of it. Still, it's
worth testing on your document -- you might be lucky. If it's a legal
document
I imagine the formatting and structure should be pretty simple, even if the
prose isn't.

If this looks like a one-off job I'd consider just extracting the text and
tagging it manually.
