Exactly. And in fact the problem was perfectly preventable 
by using the software correctly.

Word 2002 has a lot more security features, including
the ability to warn users about the existence of metadata in
the document before printing, saving, or sending.

Still, getting the clerical staff in government offices to
use the software properly is another thing. Will they
hire trainers and tech writers to provide instructional
aids? Maybe after a few more of these gaffes, they may
consider it.
