Yes.

Depends on the snapping options in your Selector tool Info Bar. They 
control which parts of the dragged selection snap - bounding box 
corners, edge midpoints or centre. As for the guide objects: Their 
full outlines snap.

Yes. The objects you want to snap *to* must be on a magnetic layer.
