I suppose you could read it that way but it was just a statement of facts
to introduce the quote and link to an article that outlined the problem
very well back in 2005. And the sheer fact of the matter is we are at
this moment strangling ourselves with regulations. Some of which
are actually beneficial, while a fair portion of them, like lead in solder
and glass are at least stopping the clock if not turning the clock backwards.
And the statement;

the Kyoto Accord but that was notice of things to come. And while Europe
and most "Western" countries slowly ,most Asian countries will go merrily
down the path doing what they

merely reflects the situation as it is.

Having dysfunctional regulatory bodies
does not indicate that you do not need
(resp. could not benefit from ) regulation.
Only that the implementation showd strong signs of
corruption infestation.
compare to US unions. or all the christian all
so holy and well meaning denominations :-)
