Promontory would seem the biggest problem to me.  Not only would losing
5-seg SLS solids hurt, but without SLS, OATKs proposed solid EELV
replacement operating from LC-39C can't possibly make any sense either. 
Maybe the good news is that, of the relevant congressional delegations,
Utah's is arguably the weakest.
