Well.... they wouldn't.  Such an aircraft wouldn't have any tactical or strategic value today. Its role has been replaced low, slow, and stealthy, with stand-off cruise missiles.

Yes and no and maybe. You wouldn't build such an aircraft as a high-level penetrating bomber, for sure. But that doesn't mean it wouldn't have uses. Not everything has gone low/slow/stealthy, and even for things that have, doubts have been raised about how long that approach will be viable.

As an example, both the F-22 and F-35 put real stress on stealth, for sure, but both also had requirements for supersonic cruise capability (not dash, but *cruise* -- no afterburner), to give them high-speed mobility.
