For a decent, accurate CMYK profile IMO you rather need 1000+ or better 2000+ patches, and even then then I'd not expect perfect neutrals, unless a black generation with a strong UCR/GRC is used. Note, even if the profile is very accurate and the printer's repeatability is excellent, we may still encounter e.g. metamerism issues, i.e. even if neutrals mixed from CMY look perfect under D50 illuminant, they may still show a color cast if illuminated by a different light source.
