I use my 9cm or 12cm hoop and float 2 pieces of scrap cap backing and no
topping. I sew tons of mesh caps and have never used topping. Most of the ones
I do are fitted so there is no hole in the back to worry about arcing. I hoop
cap backs on the corner of my desk. That's the easiest way I have found so that
the bill can hang down.
