Not sure but I think they might mean that the inside sweatband is physically
attached to the hat at both the bottom (normal) and top. Normally doing
hats/visors etc, you fold that down when hooping. If that fold down doesn't
exist, the teeth wouldn't have much to grip on in the cap hoop.
If that's the case, can't imagine what you'd do....
