I made up some nylon flags for a boat club a few years back and used the nylon
mesh, and it worked great.
With nylon flag fabric the fusible mesh was not an option with heat involved,
and I used the spray adhesive, worked fine for me.
Two layers should easily support the stitch count and still allow the fabric to
drape fairly well.
