[access-uk] best way to use mobile for internet

Hi
My friend recently had no internet or telephone services for
2 days because of a fault with the exchange. I thought as a
back up, he could perhaps connect his mobile to his pc for
mobile access, what is the best way of achieving this? I
know there probably pros and cons. Perhaps you could contact
me off list as it probably is off topic.
