Well, I suppose it is possible that he was charged high in the first place 
and, if so, he would believe that £200, a third of his original cost, would 
be reasonable.  As neither of us are no worse off, shall we give him the 
benefit of the doubt and wish him luck?

Barry I do not think the RNIB are taking a handling charge or comission.
They tell me they are simply obliging him.
