I think Mike is talking Point of Sale pin entry devices used in retail not the 
ones you get from your bank for Internet Banking.  I have never seen a talking 
one, indeed the quality of POS pin entry pads has been discussed many times, 
they vary a lot but I don't think any have speech.

Some banks have pin pads for Internet banking that are accessible.  You should 
contact your bank about those.

Hope I have this right, are you talking about a small calculator type device 
with a card slot in the back of it?

if this is the case, they are called pin sentry machines and i got my 
machine from Barclays since I have an account with them.
