personally, I would give a 0 rated user a chance if there 0 rating is
because they are new to ebay, everyone has to start somewhere don't they? on
the feedback side, I would also say 90% rather than 95, as unfortunately,
like any place that is open to anyone, you do get some people who either
just like to create problems, or who will just leave bad feedback if you
have a higher rating than them.
