No. DISQLite3's encryption algorithm is not compatible with SQLCipher.
It might be possible to integrate SQLCipher into DISQLite3 but I have
never investigated this. Dependency on OpenSSL makes me assume that it
is not a trivial task to compile SQLCipher into Delphi projects
statically without the use of external DLLs. I would need quite
convincing arguments to take up the challenge.
