One thing you might do is add a frame at the left for the index so that the
index is always available. Example: https://www.doxygen.nl/index.html
Have fun! HTML is pretty powerful these days! But no Javascript!
(Javascript is powerful, too, but I think it would screw up text-to-speech
converters.)
