The UN Adolescent Girls Task Force (AGTF) was established in 2007 to reorient youth programs to better reach marginalized adolescent girls. Co-chaired by UNFPA and UNICEF, the AGTF includes the ILO, UNESCO, UNIFEM, and WHO. The AGTF supports collaboration at country level - with government ministries, NGOs, and women's and girls' networks - to identify marginalized adolescent girls in selected communities and to implement programs aimed at ending their marginalization and enabling adolescent girls to claim their full rights and access to social services, particularly education, health care, employment and human development. The AGTF's objectives are: a) to assist UN Country Teams in developing coherent and coordinated policy and program development in the area of adolescent girls; b) to promote common approaches and complementary action among UN agencies in areas of policy, advocacy, information, communications and program development for adolescent girls; and c) to generate national and sub-national data on the situation of adolescent girls and highlight the strategic importance of investing in adolescent girls. The Global Coordinator will work with the co-chairs of the AGTF to lead and manage the AGTF to achieve its goals and objectives. The Global Coordinator will be part of a dynamic team that includes professionals from a variety of United Nations agencies and will work closely with UNFPA staff. S/he will be responsible for day-to-day coordination of the AGTF's global activities. Organizational Setting Within the United Nations system, s/he will work under the guidance of the co-chair agencies of the UN Adolescent Girls Task Force (currently, UNFPA and UNICEF). S/he will also work closely with other members of the inter-agency AGTF (ILO, UNIFEM, UNESCO, WHO and any other agencies subsequently joining the AGTF). The Global Coordinator will be located within the Adolescent and Youth Programme of the Technical Division, UNFPA Headquarters, to facilitate her/his coordination functions among the UN agencies. Under the overall supervision of the Deputy Director of the Technical Division, s/he will report directly to the Adolescent Sexual and Reproductive Health Adviser and work closely with the Technical Specialist on Adolescents and Youth. Within the United Nations Foundation team, the Global Coordinator will work closely with the Deputy Director, the Program Associate, and with other members of the cross-departmental UNF Girl Campaign team (WP, Public Affairs, Partnership/Development, and Finance/Grants). Main Activities/Expected Results: AGTF Coordination and Management - Work with the AGTF co-chairs and team to further develop the strategic plan of the AGTF; - Work with the AGTF co-chairs and other agencies to develop strategic positions on adolescent girls on behalf of the AGTF; - Coordinate formalization of the AGTF within the UN system, including adoption of a joint statement by participating agency heads; - With the co-chairs of the AGTF, develop and manage the global initiative with pilot countries, including a joint programming framework on marginalized adolescent girls; - Develop operationalization protocol for working with the UNCT in selected countries on reaching marginalized adolescent girls, and ensure country representatives develop a plan of action and budget allocations to work toward achieving their expected outputs; - Facilitate identification of additional countries to be included in the global program and assist in development of process for additional country selection and implementation. - Working with the co-chairs of the AGTF, develop and administer the yearly business plan and budget for the AGTF. - Coordinate the AGTF team, including UNFPA, UNICEF, the UN Foundation, UNIFEM, UNESCO, WHO, and ILO. Key duties include managing meetings and handling meeting follow up; coordinating internal AGTF information sharing and inter-agency communication; organizing workshops, managing online communication and information sharing (such as Google Groups). - As directed, coordinate the recruitment of country-level coordinators in selected countries. Partnerships & Development - Assist the AGTF co-chairs in managing relationships and liaising with existing partners, including the UN Foundation. - Lead UN AGTF resource mobilization in support of marginalized adolescent girls. This includes identifying and tracking new and existing UN resource streams (such as the MDG or other thematic funds and country-level development processes), proposal development for joint-agency programs, and developing and managing relationships with funding partners, including donor governments. Communications - Work with the AGTF co-chairs, members, and agency communications staff to develop a strong, cohesive campaign communications strategy addressing messaging, branding, and publicity, which may include overseeing work with a communications/creative consultant. - Coordinate the development of and dissemination strategy for programming, advocacy and communication products, capitalizing on existing regional and country-level coordination structures. This will include, but is not limited to, the finalization and roll-out of the UN Joint Programming Framework for Marginalized Adolescent Girls and accompanying monitoring and evaluation framework and a joint head of agency statement on adolescent girls. - Prepare and disseminate regular reports/updates for both internal and external purposes on the status of the AGTF and its programming at the global, regional, and country level. - Provide twice-yearly written progress reports to the AGTF. - Gather and disseminate relevant data, documentation, publication, and communications materials on marginalized adolescent girls to the AGTF and key partners. - Knowledge Development: Ensure the lessons learned, technical knowledge, and evidence base from the country experiences are collected, managed, disseminated and available for application by other countries/UNCTs - Work with UN Country Teams to assist in coordination and management of joint missions, monitoring, and/or substantive support to selected countries. - As requested by the AGTF, undertake regular missions to ensure close collaboration between member UN agencies and field missions to selected countries implementing joint programming, including Liberia, Malawi and Guatemala. Undertake any other tasks as required by the co-chairs of the AGTF. Demonstrated ability to network with partners (governments, academics, CSOs, youth advocates) and the development community for evidence-based advocacy, coordination, and resource mobilization efforts Experience in organizing workshops/conferences/expert meetings is also required. Familiarity with the work of the UN system and partners specifically related to adolescents and youth and gender equality. Fluency in English required.
