Accessory Dwelling Units, scheduled for a second public hearing before the

Would you want a two-story, 25 ft. tall secondary residence built next door in
your neighbor's side or back yard? I ask, because the City is currently
vetting land use code changes which would permit just that.
Mayor/Council, Nov. 2020, directed Planning and Development Services (PDSD) to
draft code to define and permit Accessory Building Units (ADU). You may know
ADUs as casitas, typically a smaller independent housing unit accessory to a
primary residence. Staff now proposes to extend the current residential zone
dimensional standards to include ADUs. As a resident advocate who focuses on
land use, I see one MAJOR problem: today's code allows any residential unit to
be 25' high.
Most homes in older established neighborhoods are one-story. If ADUs are to be
compatible, they must fit into that context. Attached are photos (4th/Richey)
which show how an in-fill HOA, built out at 25 ft., interfaces with the
one-story condo complex next door. Long-term condo residents were the
losers--loss of outdoor privacy, view to the east, real estate value. Height
next door will impact your quality of life! Inappropriate buildings will
impact your neighborhood's character!
I believe the ADU ordinance must have its own separate height requirements
which will ensure that any new ADU blends into its unique neighborhood setting:
maybe 12 ft., maybe "no taller than the primary residence," maybe some other
option, but certainly NOT 25 ft. any place, anywhere.
