June 21 Meeting Notes
5:30 PM, Westbrook-Warren Congregational Church

Introductions
Present: John Brooking, Agy Wilson, Kim Tarbox, Dennis Marrotte, Jill
Johanning, Ethan Flynn

Pedestrian Forum Followup with Shannon from BCM
BCM/DOT has done 3-4 more since then. Ours was one of the best attended!
Next steps: Walk audit of high priority places (1 Cumberland Mills, but may
not be part of audit; another is 2 Wm. Clarke Dr. 3 Cumberland/Bridge, 4
Cumberland/Park. It would take about 3 hours over all locations.) Have
several different audit tools in mind. Would involve BCM, DOT, Eric Dudley,
and any public interested, though during business hours. Jill suggests
maybe at rush hour? Not sure if that can be coordinated, but can try.
Sometime over summer, whenever scheduling works out. Then will write report.
Other locations: Dennis mentions someone concerned about Stroudwater Street
sidewalks and crosswalks from high school through middle school. Maybe
traffic signal at middle school? Agy mentions ped bridge at high school.
Maine Med is moving in at Bridge Street; that will certainly increase
traffic. Dennis raises intersection at Vallee Square and CVS. What about
the April Council Meeting about pedestrian infrastructure? (Note that
Counselor Victor Chau was at pedestrian forum.)
BCM/DOT will just concentrate on the 4 identified from the public meeting,
but we can conduct our own audits on other locations later. Can get
training for that from BCM, or just learn from attending the BCM/DOT ones.

BCM Grant Update
We had not heard by meeting time whether we got this or not, so we briefly
discussed the timeline that would need to occur if we did.
Update, Fri 6/23: We did not get it. Feedback was that the proposal was not
specific enough. We are welcome to try again next year with a more specific
proposal.

MaineDOT Bike/Ped Grant Funding for Cumberland Triangle
This is the idea that Jill raised in our recent email about looking into a
grant to fund sidewalk improvements around the Cumberland Triangle area as
part of, or subsequent to, the upcoming roadway improvement project.
This agenda item is optional depending on if we got the BCM grant. If that
item requires further discussion, we will just mention this one briefly and
postpone further discussion to the next meeting.
Would have to be applied for by City, with engineering studies, and City
Council would have to be involved to support the local match. Ann should be
involved in this. Victor Chau is also very supportive. Ethan points out
that federal guidelines would have to be followed due to the grant funding
(80% federal, 20% local), which may introduce problems like moving curbs,
etc. Not required if totally local funding. Maximum $400,000 federal (80%).
Triangle project would be start 2019. ➤ John will draft that letter.

Logo: Agy explained rationale behind logo, including keeping the boot.
She is in process of “vectorizing” it. Hoping to be done within next week.

Video promotion opportunity
Agy is member of Promotions Committee of Downtown Westbrook Coalition. Tina
Rydell brought up the idea of the Amazon contest for TV series call “The
TICK” (overview <http://www.imdb.com/title/tt5540054/>), to highlight
community problems and help solve them. Tina got lots of footage.

“Comic book” education ideas: Pamphlet or booklet about safety. John
suggests http://bikeyface.com/ as an example of bike education ;(for
motorists too). Kim proposes taking puppet around along with pamphlet
promotion. Could go along with BCM legislation mandating traffic education.
Dennis mentions skateboarders as an issue as well.

Sarah has related idea of short video bits. Agy mentions social media
memes as a related idea, to build social media audience. Chief Roberts has
said to Sarah that raising awareness, influencing culture is the best thing
we could do.
