Yep. Especially with the DOT, efficient traffic flow is almost always the
initial goal, with other considerations introduced only when considered
"necessary".

Before this call in the MDOT Director said in effect, the goal was to
move traffic in and out of Portland as efficiently as possible. This seemed
to be the first priority.
When a gallon of water is to be poured into another container that
holds a gallon, it works.
What is happening is the expectation that we can pour 5 gallons into a
one gallon container and it will still work.
No matter how good of a funnel, when the amount of water being poured
in keeps increasing and the one gallon container cannot grow, it breaks.
