you can just change the physical size or the resolution, or both.for irfanview
there is a plug-in that is 'save for the web'.I use that. it reduces filesize
and makes other changesbe sure to get the plug-ins if you install irfanview.
when you save as jpg, you can adjust the quality to reduce file size.in
irfanview, you can set the file size you want and the program will save a file
of that size.it's a very handy program. amazing that it is free.enjoy

Thank you I will check that program out. So when you resize a photo
the resolution stays the same correct? I'm guessing one doesn't change
the other? With resizing I mean to make smaller to better fit on a
webpage. Some of my photos on my website were 16 MB in size lol. They
should be like 100KB or so of course.

Hi all, how would one go about doing this? I have a high resolution
image that is 16 mb or so and takes up half the page on my website

If nothing is really useable, I will have to hire someone. But sure
