[wisb] The ice is out and birds are in at Crex

All the flowages on Crex lost ice over the last few days.  There have been good 
numbers of a variety of waterfowl species moving into the area.  People have 
been seeing multiple pairs of trumpeter swans setting up territories along with 
shovelers, various mergansers, buffleheads, goldeneyes and ringneck ducks
