[wisb] Suitable Owl Survey weather tonight

Looks pretty decent for running Owl Survey routes tonight, at least in
the southern half of the state - light winds and clearing skies are
forecast. It may be the best chance for the foreseeable future, with
windy or rainy conditions the next five or six evenings. I'm sure Ryan
would be thrilled to get a bunch of reports tomorrow...
