[wisb] Lake Monona opening up in Madison

Lake Monona was at least half open this morning - most of the ice
appears to be shoved over to the southeast half. Still don't see
anything but ice on Mendota, though. I'll try to get up to the 9th floor
later today and have a look farther out.
Bring on the loons!
