white crescent in front of the eye, and even blue shades on top of the head and

There is no consensus on eBird. Most have reported it as a Cinnamon Teal,
which is expected, because the speckles on the sides and white marking on
the face are not visible at long distance. None of the photos I have seen
show the hybrid markings well, so until somebody is able to get a clear
close-up of this bird, photographic evidence of the hybrid characteristics
may be elusive.
The good thing about eBird is that you can go back in and change your list
later, as many people had to do with the supposed Franklin's Gull that was
ruled to be a Laughing Gull.
The WSO records committee will decide what goes into the state records.
Since it usually takes about a year to get a decision, there will be no
quick official answer.
