Wire Idaho Minutes March 13, 2022 GARDENIA CENTER, 400 Church Street Sandpoint
Meeting commenced at 1:35 with Larry Morrell opening in prayer. 7 people were
in attendance. We had one new person from the People’s Rights group. So we
introduced ourselves by name, city of residence. There were no changes to the
Agenda, and the minutes were approved.
Treasurer’s Report: Along with the sale of 3 books and event donations
including a generous donation of $100, our total income for the event was $190.
Reg. meeting donations for Jan. 20 were $38, minus the $40 for venue and $23
for office expenses. Added to our previous balance, we have $560.64 in the
treasury. Tanya also reported that comments submitted after the event were very
positive, and she would like to do it again in June.
The Power point presentation was postponed until the April 10 meeting in Priest
River. Anne was asked to make sure she always brings the power point because
new people want to see it. Sadie and Michelle will go to the 7th Day Adventist
church between now and our May meeting to see whether they would be willing to
host another presentation like we did in February. Keith Cutter’s demonstration
seemed to be everyone’s favorite – we want solutions. We will ask Keith to join
us again at our next event.
Our May meeting will probably be the 3rd Sunday in May, but The People’s Rights
group has scheduled Anne to do a presentation before then. Anne will get
together with them to verify the exact date and whether they would like the 2
presentations that Anne and Ingri gave Feb. 20.
Reports:
Bonner County: The residents of Selle Valley did not appeal the Planning and
Zoning decision to approve – with no restrictions or regulations - a
telecommunications complex with Wi-Fi radiation reaching up to 5 miles from the
facility. The only hope for Valley residents at this point would be the
election of commissioners who care enough about the health of Bonner County
residents to place restrictions into their comprehensive plan so that when the
providers seek permits to place their antennas onto the complex tower,
regulations will be required.
Dalton Gardens group: Sue was not in attendance with her report, so, remitted
after the meeting, Sue reports:
Priest River group: Also post meeting… Priest River City Council met Monday,
March 14. There were probably at least 35 Priest Riverians in attendance, but
they did not get an opportunity to speak or even stand. Council postponed
voting on moving the ordinance update forward until they “had more
information.” They discussed having a workshop with “experts” - and perhaps the
residents - in attendance, but did not set a date. Councilman Ann Yount stated
that she had looked for cell towers on her vacation to southern Idaho and was
dismayed at how many there are everywhere. She wanted to see the ordinance we
have. Anne submitted both the current ordinance and the update with the changes
highlighted to City Council on Tuesday. She also listed, again, what the City
can – and does – legally require from any other industry wanting to build
within the City.
On March 21, the ordinance update request was reviewed again. City attorney
Katie Elsaesser had submitted some FCC regulations, including the FCC Local
Government officials Guide from the year 2000, and recommendations by
Elsaesser. Elsaesser said she received the Petaluma protective ordinance but
wants one from Idaho. She spoke to Chris Gabbart atty from Dalton Gardens who
told her DG had not adopted the Campanelli ordinance and he was fixing it.
Elsaesser reiterated that the City can regulate aesthetic qualities, but RF is
beyond their scope to regulate and the FCC handles that; also that she is not
qualified, and if the City wants to go ahead with the update, they should hire
someone who is, and who would defend us if we got sued.
Andrew Campanelli was recommended, but Elsaesser did not know if he was
qualified. Council voted to postpone the vote on the ordinance update until
their May 16 meeting, so they can find more information. They want help finding
“legitimate” studies on the links to leukemia and other health problems. They
also want an independent contractor to test the cell tower already in Priest
River for power output. Councilman Wagner keeps asking for the City to bring
Verizon in to answer their questions, but the others shot him down. He needs to
be relieved of his office.
Southern Idaho Group: They lost on both attempts to block ordinance updates to
allow “small” cell towers near homes. They are appealing both. They met to
strategize. The P & Z almost tabled it because they couldn't get their head
around it. They are lost. But Idahoans for Safe Technology have some good
things working on the inside of the county.
Unfinished Business:
We voted to reorder some of the books we sell, but are almost out of, including
some of Jeanice’s books, the Ultrasound book by Jim West, and Invisible Rainbow
by Arthur Firstenberg. Also maybe some informative DVDs. They are cheaper in
bulk or slightly used. Tanya and Ingri will see what they can find.
Regarding setting up a PR committee to review emails and help Suzanne with
welcoming new folks, Ingri felt she and Suzanne could handle this. As Suzanne
was absent, we’ll revisit this next month.
New Business:
Holding the mayors, etc... accountable by filing claims against their surety
bonds. This is the website for pulling their surety bond
https://bondsforthewin.com/. Rebecca Campbell has a meeting every Thursday ;
night on legal maneuvers that work. Every public servant takes an oath of
office: “I swear to support the Constitution of the United States and the
Constitution of the State of Idaho and support the duties of councilmember of
the City of Priest River [or fill in the blank] to the best of my abilities.”
They all are bonded based on their performance, by fiduciary insurance
companies. If their performance does not comply with their oath of office, we
can (must):
1. Find out either by asking or via FOIA (Freedom of Information Act) public
records request the name of the insurance carrier who carries their bonds.
2. Call that company, and ask, “I understand you carry the fiduciary insurance
for ___________ (person’s name) of ____________ (municipality). What is the
bond number? Because we, the residents, pay that bond through our tax dollars,
we have a right to that information.
3. Draft a letter citing the applicable statutes that the public servants are
violating, and ask for a remedy within 72 hours prior to your seeking a remedy
from their bond holder. An example would be: the current Priest River Wireless
Ordinance is insufficient to preserve Priest River’s quiet enjoyment of streets
and will not protect its residents’ rights to “enjoy and defend life and
liberty. . . protect property . . . and secure safety.” — as guaranteed by the
Idaho State Constitution, which they all took an oath of office to support:

Add to that the 11,000 peer-reviewed studies submitted in the EHT/CHD v FCC
court case, and we have a constitutional violation if they do not pass some
kind of ordinance to protect our health.
4. If you have a constitutional sheriff or police chief, or someone you know in
law enforcement who will stand by you, obtain the help of that person to serve
these papers to each person violating their oath. Otherwise, I expect certified
mail with a return receipt should do.
Ingri and Janette said they would work together via Telegram on this.
Janette also asked for help with 2-way radios. We were told that Jack Davis’
ham radio group offers training sessions at the Priest River Senior Center
every Weds night at 6PM. Janette is seeking for Jack to give a presentation at
one of the Peoples’ Rights monthly meetings as well.
Michelle and Ingri agreed to work together creating flyers to pass out at our
events. Ingri is providing a file carrier and Anne provided originals. Michelle
agreed to accept $.05 per copy to make prints for Wire Idaho.
