In case the information is helpful to others, the problem was due to a missing project.mk in our project root directory. In the absence of a project-specific project.mk, it seems to pull the default project.mk from the root of the WDK installation. I still don't understand why this makes everything go awry, since as far as I can tell, the WDK XPS driver sample builds fine, and it does not include its own project.mk, nor can I find a project.mk anywhere between the sample driver directory and the WDK root.
