Its basically a mobile multiple patient treatment/transport unit. It has a bus
body because it is a bus. This is the ElDorado National bus, the modern version
of the Escort RE, of which there are a couple here in town.
Toronto has an identical unit built on a slightly older version and I suspect
Winnipeg just copied theirs.
Toronto first started using retired TTC buses, then Orion 1s and 2s, then they
bought the custom ElDorado National.
The unit has a number of uses, including mobile field hospital, multiple
patient transport, etc.
