Cannot Disable Shortcuts in StartUp Folder Using Msconfig
SYMPTOMS:
When you use the System Configuration Utility tool (Msconfig.exe) to
disable shortcuts in the StartUp folder, programs that have shortcuts
in the StartUp folder may still be run the next time you start Windows.
