PDF Creator works like a charm and is free! It uses Ghostscript.

Subject: [windows2000] recomendations for converting files to PDF

Ladies and Gentlemen

I need a program to convert my scanned files to PDF format so the reader
can not modify the content. I was going to use Omnipage.

Does anyone have any recommendations?
